The Citizen 2 was a unique unit not spawned by a specific tower. It appeared during Trick or Threat Town on wave 18 to support your towers. It did not stop to attack an enemy when it detected one in its range, meaning that it inevitably ran into the enemy. It was a melee unit, so it had short range.
